FINANCE AND HUMAN RESOURCE MANAGEMENT DEPARTMENT

The department consists of two major divisions namely Human Resource Division and Finance Division through which it carries out the followings:- a. The Department Coordinates and oversees all the activities and also provides leadership role, delegate and to take responsibility for all human resource and administration matters in the Centre. b. The Department ensures that all staff complies with the rules and regulations as well as other extant laws in the Public Service. c. It formulates, implements and reviews Human Resources/Administrative policies and decisions in consonance with Nigerian Labour Law. d. The Department ensures that Human Resource staff contributes positively to the quality of Administration and Human Resource Management by proposing qualitative policies, ensuring their consistent application and coherent implementation with fairness. e. The Human Resource Department ensures that ethical issues in the public service are strictly adhered to in the Centre. f. The Department provides advice and support members of staff on Human Resource related Matters. g. Ensuring compliance with Financial regulations and the accounting Code by all staff under his control and Supervision h. It ensures adequate supervision of the disbursement of funds and proper monitoring and accounting for revenue. i. The Finance and Human Resource Department gives advice to the Accounting Officer on all financial matters as well as the more technical provisions of these regulations and other treasury and Finance Circulars. j. It is responsible for maintaining proper accounting records such as books of accounts, Main and Subsidiary Ledgers. k. The Department ensures prompt rendition of all returns e.g. Consolidated Accounts (monthly transcript), Bank reconciliation statements, Revenue and Expenditure returns as prescribed in these Regulations; l. The Department takes the responsibility of compiling and defending of the budget proposal and ensuring effective budgeting control by matching/comparing budgeted figures with actual expenditure of revenue as the case may and advise the Accounting Officer appropriately; m. The Department ensures that all staff under her control are exposed to regular training programmes to prepare them for the efficient performance of their duties; n. The Department Liaise with the Accountant-general from time to time when in doubt in the interpretation of the provisions of Regulations and other Treasury Circulars or when confronted with difficulties in the performance of her duties; and o. Finally, it ensures the existence of an effective Audit query unit/section to promptly deal with queries from Internal Audit Unit, Inspectorate Department, Office of the Accountant-general, Officer of Auditor-General and Public Accounts Committee.


Finance Division

Comprises of some sections like revenue, expenditure, final and fiscal reporting, etc.
 


Human Resource Division

This is headed by a Deputy Director and comprises of records, welfare, staff matters, among others.
